Background
As far back as 2012, ahead of a pending RMA renewal term, many owners attempted to collaborate to address the perceived imbalance in the RMA at that time. The way the RMA is structured, each unit owner has his/her own contract with the rental manager and so while that process didn’t result in a single change to the RMA, it did highlight the challenges involved in organizing owners to have a collective voice at the table.
By-law 8 was overwhelmingly passed in GG and S@B in 2014 which allowed the owners elected to the board of directors of those condominium corporations (the “condo boards”), to represent their owners collectively in discussions such as this.
Call to Action
At the owner event held in November 2017, BMR President Dan Skelton put out a call to action for “owners to organize” for the impending expiration of the RMA.
Fortunately, this process was already under way and we now have a Governance and Decision Making Framework Agreement to navigate owners professionally through the RMA2020 process.

This agreement defines the goals, deliverables, structure and accountability of the RMA2020 Committee.
UNDERSTANDING
It is understood that there is more to consider than just the RMA in this process. We have the Condominium Act, the corporation’s by-laws, the Declarations, various other agreements and various other associated parties just at the tip of the iceberg, but this is a serious management agreement that no individual owner should be charged with investigating, understanding or negotiating on their own.
It should also be clear that this is a steering committee made up of volunteer board members, officers and interested owners.
Next Steps
The very essence of the RMA2020 Committee is to use the collective might of the owners to engage the right professionals to represent every owner’s best interests.
